YOUR MISSION

You will lead and develop the Europe programme at the Institute for Climate Economics (I4CE), including shaping, securing and implementing high quality research projects that bring decisive evidence to the European public policy debate. You will lead on identifying the new frontiers of I4CE’s EU related research to maximise the Institute’s impact and ensure that the team of EU researchers thrive in collaborative and empowering work environment.

ABOUT I4CE

The Institute for Climate Economics (I4CE) is a non-profit research institute that contributes through its analyses to the debate on public policies for mitigation of and adaptation to climate change.

We promote effective, efficient, and fair policies. Our 40 experts collaborate with governments, local authorities, the European Union, international financial institutions, civil society organizations, and the media. Our work covers three transitions – energy, agriculture, and forests – and six economic challenges: investment, public financing, development financing, financial regulation, carbon pricing, and carbon certification.

I4CE is a registered non-profit organisation, founded by the French national promotional public bank Caisse des Dépôts and the French Development Agency (AFD).

The development of I4CE in the European sphere is one of I4CE‘s strategic priorities. Founded in 2022, the Europe program is currently a team of four researchers.

THE ROLE

The position of Europe Programme Director is of significant importance to the organisation. Responsibilities include:

  • Leading the Europe programme team. In addition to the Director, the Europe programme team is currently made up of 4 full-time employees, with researchers currently working on climate investments in Europe, cleantech investments, and financial regulation issues;
  • Ensuring the quality of the research carried out by the Europe programme, including solid methodologies and data analysis, as well as contributing to the quality assurance of other work when required;
  • Developing I4CE's Europe strategy, including research priorities that advance climate policies, ensuring a strong strategic fit with EU developments, as well as overseeing the allocation of internal resources and reporting to the Board of Directors;
  • Maximizing the impact of I4CE's work with European decision-makers, reinforcing the Institute's capacity to promote research on a European scale, working closely with I4CE‘s Director of Strategic Engagement and her team and developing and maintaining a relevant political network, within the leading European institutions;
  • Developing the Europe programme team, ensuring a supportive and empowering work environment for team members to grow their skills, recruiting talented researchers and liaise with I4CE colleagues whose work has a European dimension, in coordination with the Directors of other programs;
  • Participating in collective decision-making within I4CE, in particular within its Management Committee, in which all program directors/managers take part.

PROFESSIONAL PROFILE

The position is aimed at someone with +10 years relevant professional experience and an educational background in the field of economics, political sciences, environment or similar at MSc or PhD level. The skills required for this position are:

  • Excellent people management and decision-making skills;
  • Ability to shape new research projects, with a solid track record of sourcing funding, while managing a portfolio of research projects over time (typically one to three years);
  • Ability to lead researchers, to understand their research topics and challenge them intellectually. A demonstrated experience with ensuring high quality research outcomes, providing support on both research methodologies and day-to-day issues;
  • Good knowledge of subjects at the intersection of climate and economics at the EU level, and the ability to express complex issues in a clear, informative way, aimed at both expert and non-expert policymakers;
  • Strong drafting and editorial skills in English for policy writing;
  • Highly motivated to help I4CE develop, enthusiastic to bring forward fresh ideas and insights;
  • Thorough understanding of policy and decision-making processes at the European level in the areas of climate, economic governance and finance;
  • Existing personal network of European high-level climate policymakers, or at least demonstrable experience in developing a network of policymakers and a solid experience in political outreach strategy development and implementation;
  • Excellent command of written and spoken English and professional command of French in a necessity. Competences in other major European languages is a plus.

CONTRACT

Type of contract: Permanent contract (CDI).
Start date: As soon as possible and no later than 1 December 2024.
Location: I4CE offices are located at 30 rue de Fleurus - 75006 Paris, with possibility to work a large portion of the time remotely.
Remuneration: The salary and additional compensation at I4CE are in line with the level of remuneration in the think tank community. The annual gross salary will be proportional to the level of experience and between 60.000 and 80.000 Euro + 10% performance bonus and other benefits.
