The Environmental Policy and Strategy (EPS) team at SEI specializes in complex stakeholder management, with a focus on transitional countries and regions. The team supports governments in demand-driven sustainable, environmental and climate transitions in the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Kosovo and Serbia) and the Eastern Partnership (EaP) countries (Armenia, Georgia, Moldova and Ukraine). Our activities include developing and implementing comprehensive environmental strategies and action plans, designing and supporting national sustainability transition efforts, assessing national environmental, energy and climate sectoral policies, and building capacity to support EU accession processes in various candidate and potential candidate countries.

The role

We are seeking an experienced waste and circular economy (CE) expert to join SEI HQ in Stockholm. The successful candidate will lead, and support projects focused on waste management and CE in the Western Balkans and EaP countries. For example, in the Green Agenda project, the expert will provide guidance on preparing green transition roadmaps and developing projects within industry and zero-pollution thematic areas. You will work within the EPS team to enhance our project portfolio and provide technical expertise to national governments.

Key duties and responsibilities

Expertise delivery:

  • Provide specialized knowledge on EU waste management systems, including CE principles and the “waste hierarchy'';
  • Contribute to drafting policy documents, reports and assessments related to waste management and CE in target regions;
  • Conduct research using the latest data, case studies and practices in waste management and CE;
  • Analyse data and trends related to sustainable and green transitions in EaP and Western Balkan countries;
  • Supporting ongoing EPS team projects (e.g., Green Agenda, BiH Sutra).

Project and business development:

  • Identify new project opportunities and potential funding sources;
  • Lead the preparation of proposals and technical documentation;
  • Manage and lead projects related to waste and CE within the EPS team.

Networking and communication:

  • Build and maintain partnerships with stakeholders in waste management, CE, zero-pollution and green transition sectors;
  • Provide the EPS team with updates on EU waste and CE policies, as well as developments in EU enlargement policy.

Team collaboration:

  • Support the EPS team’s efforts to address transitional needs in EaP and Western Balkan countries;
  • Contribute to the implementation of the EPS strategy and action plans.

Who you are

You are a seasoned professional with a proven track record of delivering high-quality expertise in waste management and CE, particularly within the EU context and preferably in the EaP and Western Balkan regions. You are passionate about driving sustainable development through expert-led projects and policy influence.

Required qualifications, skills and experience:

  • A relevant university degree (e.g., environmental studies, economics, sustainability, chemicals management);
  • A minimum of ten years of experience in waste policy, management and CE;
  • In-depth knowledge of the EU waste management hierarchy and regulatory frameworks;
  • Strong understanding of the EU Green Deal and its national-level impacts;
  • Experience with the implementation of the EU acquis in EaP or Western Balkan countries;
  • Proven experience in stakeholder engagement and policy dialogue facilitation;
  • Experience working with government officials;
  • Expertise in designing and facilitating workshops, training sessions and seminars;
  • Ability to manage multiple projects and meet tight deadlines with minimal supervision;
  • Experience working in multidisciplinary teams;
  • Excellent written and spoken communication skills;
  • Fluency in English.

The ideal candidate would also bring the following:

  • Good knowledge of the chemicals management system in the EU;
  • Good knowledge of waste, CE and chemicals management in EaP and Western Balkan countries.

Additional information

This is a permanent position based at SEI HQ in Stockholm, Sweden, with a start date as soon as possible or by arrangement.

SEI has a hybrid work environment, allowing you to share your time between the SEI office and working remotely from your home in Sweden. Please note that it is not possible to work from outside Sweden.
